On private ground, no. Ames issues no permit for a portable restroom standing on a private lot, a driveway or a fenced work site. For the public way there is a real distinction here that is worth money.
The Ames permit distinction, and it is the one worth money: the City's Encroachment Permit applies to anything "of a permanent and fixed character" that encroaches into the public way. That is a heavy process, needing a sketch, a signed agreement, half a million dollars of liability cover with a named endorsement, a fee of twenty five dollars or a dollar a square foot whichever is larger, and approval by the Ames City Council. A portable restroom is not permanent and fixed, so that is not your instrument. What you want instead is the Temporary Obstruction Permit from Public Works, which is exactly what it sounds like. Picking the right one keeps you off a Council agenda. The encroachment requirements are published if you want to see what you are avoiding.
And if the unit is part of an event, one form covers both. The Ames Special Event Application also serves as the application for a Temporary Obstruction Permit, a road race permit and a vending permit when those are needed as part of the event. Applied for on their own, they go in separately.
Private property and work sites: keep the unit inside your property line and off the public sidewalk. If the job already carries a building permit, the restroom is part of the site setup.
Events: any organized event even partly on City property, meaning streets, sidewalks, parking lots or parks, may need approval from the City's Special Events Committee, and many also need Ames City Council approval, so start early. The application is due at least 30 days ahead. Two parts of town need more time still: anything on Iowa State University ground or in the Main Street Cultural District takes extra planning and separate permission, and closing a street on a CyRide transit route needs Council sign-off.
Four Ames event conditions people trip over. A certificate of insurance for half a million dollars combined single limit naming the City as additional insured is required for every event the City is not sponsoring. No stakes may be driven into street surfaces, and locates are required before anything goes into the grassy right of way, which affects how a unit is secured on a windy day. Only duct tape may be used to mark streets, and it has to come up straight after. And all material brought into the street has to be removed when the event ends.
On barricades: the sponsor may have to supply them. Public Works can lend up to twenty barricades and twenty five cones depending on availability, with delivery charged outside working hours and replacement cost charged for losses. Barricades have to be staffed by adults in safety vests, two to a major intersection.
Start with firm, level ground the truck can reach. Central Iowa ground softens fast in spring, so a spot that holds weight in August may not in April, and telling us saves a wasted trip. Remember the City's rule about stakes before you plan to secure a unit in the public way.
Hold units at least 15 feet from any food service and well back from storm inlets, field tile and the Skunk River and Squaw Creek corridors. On a work site, place them within roughly 200 feet of the crew. At an event, break them into small groups near the crowd but downwind of the cooking, and leave each group reachable by the service truck for the whole run.

Iowa is unusually firm about where this waste goes, and it is worth knowing. The state treats a firm that rents portable toilets as a licensed commercial septic tank cleaner, and it bars land application of portable toilet and holding tank waste outright. The contents have to be discharged to a municipal treatment works or another state-permitted disposal system, with the owner's approval, and approval is granted only on a disposal plan carrying a letter of acceptance from every receiving plant. Trucks carry their registration number and name in three-inch letters and are inspected every year.
