On private property, like a driveway, a back yard, or a fenced job site, you generally won't need a Borough permit. Public ground is where State College is specific, and the rules here are clearer than in most towns.
Streets and grass plots: The Borough requires a street occupancy permit any time the street or grass plot is used to unload or store equipment or materials for a short stretch, which is exactly what a unit at the curb does. That permit costs $60. Digging in the street is a separate street excavation permit at $150.
Timing: Apply at least 10 business days before your work dates. Borough staff also have 10 business days to issue the permit once the application is complete, and paper applications are no longer accepted, so start online early.
Events: The Borough's special event rules cover any festival, concert, parade, race, walk, or other planned public gathering on a public street, right-of-way, or Borough property. Reach the Borough at 814-234-7100 about 45 days before your date to start the process.
State highways: Some routes through the area are state highways, not Borough streets. Work inside that right-of-way needs a highway occupancy permit from the state, and it has to be in hand before work starts.
Food vendors: State College runs its own Public Health office, which inspects food businesses in the Borough and in Ferguson, Patton, and College Townships, and it licenses retail food facilities. Plan review can take four to six weeks, so give vendors time.
