On private property, your own driveway or a fenced job site, Lockport requires no container permit. The city has a dedicated chapter for containers in the street, though, and it is one of the more detailed sets of rules we work with anywhere.
A container permit from the Code Enforcement Officer is required before any roll-off container goes on a public street or right-of-way, and the permit has to be displayed on the container itself. The rules were amended in June 2026. The street has to measure at least 26 feet from curb to curb. The container sits parallel to the curb, no more than eight feet six inches out, on the parking side of the street only, and at least ten feet clear of a neighboring driveway. It cannot block the sidewalk.
Two timing points matter for your schedule. The Code Enforcement Officer must receive at least 48 hours of written notice before a container is placed in a street, and written notice again within 48 hours of its removal. A permit runs seven days and may be renewed once for a further seven, with another fee. That is the ceiling on a street placement in Lockport.
The Code Enforcement Officer may also refuse a street location outright where the contour, the width, or the traffic makes it a hazard, and may order a container removed on two days of written notice.
Building Inspection is at the Lockport Municipal Building, One Locks Plaza, open 7:30 a.m. to 4:30 p.m., on 716-439-6754. Your account manager handles the 48 hour notice, the marking requirements, and the insurance certificate, so what you need to decide is simply whether the container is going in the street or on your own ground.
