Even on private property, Methuen requires a permit. That is unusual, and it is the single most important thing to know before booking here. The city's Board of Health has adopted dumpster regulations that apply to every container in Methuen, residential, commercial, or industrial, and they cover any container of six cubic yards or more, which takes in every roll-off we rent.
For a construction or renovation container, the Board of Health issues a thirty-day temporary permit, and it has to be in hand at least three days before the container is installed. It can be renewed for one further thirty-day period on re-application. The current Health Department fee schedule prices a temporary thirty-day dumpster permit at $25.00, with an annual permit at $100.00 for a new application and $75.00 to renew.
Placement is regulated too. A container must sit at least twenty feet from any building, at least ten feet from any lot line, right-of-way, sidewalk, or easement, and at least twenty feet from any wetland resource area, with Conservation Commission approval first if wetlands are close. On many residential lots that combination decides the drop spot for you. The one piece of good news is that temporary containers are exempt from the permanent fencing and locking-gate requirement that applies to standing dumpsters.
If the container has to go in a public way, there are two layers. The Board of Health takes prior approval from the Police Department, the Fire Department, and Public Works, and the city code separately requires a permit from the Director of Public Works to occupy or obstruct any street or sidewalk, backed by a bond or a public liability policy.
