On private property, like your own driveway or a fenced job site, no city permit is needed in Sioux City. In the street, the rules are some of the most detailed anywhere, and they're worth reading before you pick a drop spot.
Sioux City treats a dumpster or roll-off container in the right-of-way as a temporary encroachment and requires a separate permit for each container, issued by the city engineer. Plans go to the Engineering Division, and the application has to be filed at least seven days before the permit takes effect. The city can also ask for a surety bond and casualty insurance before issuing it.
The fee is tiered by how long you need the spot, starting with a two-week permit and running up to a one-year permit, plus a small non-refundable processing fee. If the container occupies metered parking, there's a daily charge for each space. No container can stay in the same roadway spot for more than a year, and the city engineer can't renew past that.
The placement rules are specific. The container has to sit within twelve inches of the curb, leave at least sixteen feet of open traveled roadway beside it, and stay clear of sidewalks, fire lanes, bus stops, accessible spaces, and curb drainage. The owner's name, address, and phone number have to be visible on the side facing the road.
Sioux City also requires reflective marking, which is unusual. Any end of the container facing oncoming traffic needs retroreflective sheeting at least two inches wide, in a red and white pattern low down and again between thirty and sixty inches above the road, with reflective corner markings at both ends. It's a real equipment requirement, not a suggestion, and the city can remove a container that doesn't comply and bill the owner.
