New Mexico runs its own workplace safety program rather than leaving it to federal inspectors, but it adopted the federal construction rules as they stand, and the handful of New Mexico additions do not touch sanitation. So the count on a Gallup job site is the federal count. The practical difference is only who shows up to check it.
There is one wrinkle that matters a great deal around Gallup, though. The New Mexico program does not reach work on tribal land, or on the Fort Wingate reservation just east of town. Federal inspectors cover those. The toilet numbers are the same either way, which is the good news, but if you are working on a project that straddles the line it is worth knowing that the agency changes even though the rule does not.

On private ground, no. A unit in your yard, on a job site lot or on private land outside the city needs no Gallup permit.
Streets and right of ways: the city's Engineering division within Public Works issues the Municipal Right Of Way permits and handles right of way inspection and traffic control compliance. They are at 110 West Aztec Avenue and the number is 505-863-1221. Gallup is crossed by state highways as well as city streets, and anything fronting a state highway has to go to the state transportation department rather than the city, so the first question is whose road you are on.
Events: this is where Gallup is unusually direct. The city's event permit checklist states in plain terms that the City of Gallup will not provide port-a-potties or wash basins for your event, alongside tables, chairs, stages and generators. The sanitation is the organizer's to arrange and bring. Event permits go through the Office of the City Clerk, reachable on 505-863-1254, and the checklist collects signatures from the Police Department, the Fire Department and city coordination in a fixed order, with a written scope of the event and a certificate of insurance attached. A single Community Services Coordinator, on 505-863-7275, pulls together Public Works, Gallup Joint Utilities and Parks and Recreation for you.
Street closures: these need City Council approval, and requests are heard at a regular Council meeting 30 days in advance. That 30-day Council step is the longest lead time in the whole process, so start there.
Food vendors: every food vendor at a Gallup event must hold approved certificates from the state environment department before serving. Those bring their own handwashing requirements for the booth, which is another reason to order a handwashing station.

Set units on firm, level ground and think about wind. New Mexico controls where the waste can go. Septage may be disposed of only at a permitted facility, with that facility owner's knowledge and consent, and the rule says plainly that it must not create a public health hazard or degrade a body of water. The company doing the pumping has to keep its customer invoices and disposal records for three years and hand them to the state on request, and its crews have to show competence in keeping equipment sanitary and preventing the spread of pathogens, with a written safety plan for routine work.
