On private property, including your driveway or a fenced job site, a container is the ordinary arrangement and the one we aim for.
Anything placed in a Jeffersontown right-of-way is a different matter, because the City has written rules specifically about objects placed there. The Director of Public Works sets time, place and manner regulations under a 2015 city ordinance, and the current version of those rules is dated March 2026. The definition they use is deliberately wide: an object means any item to be placed in the right-of-way. If your container has to sit in the street, that is what it is.
The application goes to Public Works in writing and the checklist is substantial. It asks for photographs and detail sheets of what is being placed, a scale drawing of the proposed installation, a certificate of insurance approved by the City in form and amount, a signed maintenance agreement, an indemnification statement, permit fees, approval from the Kentucky Transportation Cabinet or a historical or overlay district where one applies, and a bond if Public Works requires one.
There is one exclusion in those rules that is worth knowing about, because it may save you the whole process. The definition of an object expressly excludes items authorised by a permit issued for a building permit, a special event or a vendor permit. Read plainly, a container already covered by your building permit sits outside the objects regime. Whether Public Works treats a particular roll-off that way is a question for them rather than something to assume, and it is exactly the question to ask before you apply.
One more thing to raise with them. The maintenance agreement attached to the permit is written for street furniture, and it carries weekly cleaning and inspection duties plus a 48-hour response obligation. Those make sense for a bench or a planter and much less sense for a five-day container, so it is worth confirming how they apply.
