On private ground, no. Aiken requires no permit for a portable restroom on your own lot, your driveway or a fenced work site. Everything changes once the unit touches a public street or sidewalk.
Private property and work sites: stay inside the property line and leave the public sidewalk clear. If the project is already under a building permit, the restroom is part of your site arrangements.
Streets and sidewalks, and where the decision sits: the City Code makes it unlawful to obstruct a street, public road or traveled place by leaving any object, item, wheeled vehicle not in immediate use, or any other article on it. There is one carve-out and it is narrow. A person running a city-permitted construction project may use up to 20 feet measured from the pavement and the sidewalk, as the Director of Public Safety allows, to place building materials. So in Aiken the street question goes to Public Safety rather than to a counter clerk, the allowance is capped, and it runs only while the permitted project is live. The separate list of things the sidewalk right of way may carry covers cafes, benches, streetscape items and small sign boards, and a restroom is not on it. Keep the unit on private ground unless Public Safety says otherwise, and your account manager will help you ask.
Events: Aiken works through two forms from the Department of Public Safety at 834 Beaufort St NE, on 803-642-7620. A Street Closing Permit covers an activity on a public street, and a Parade Permit covers a parade or procession, with one often needed alongside the other. Both must be approved at least 30 days before the event, and the City states the reason: that is what the state transportation department requires. The forms ask for your location, your barricade plan, your times and your alcohol arrangements.
Three Aiken conditions people trip over: the City does not supply barricades to a business or a contractor, so you arrange your own. Alcohol may only be served in paper or plastic cups and only before 11:00 p.m. And you must post notices at every entrance and exit saying drinks cannot leave the approved area, with wristbands or similar to show who is of age.
One more: cutting a curb or sidewalk is a separate Public Works permit, and the director may require a cash deposit to cover lights and barricades while the work is open.
Begin with level, firm ground the truck can reach. Aiken sand is forgiving in dry weather and treacherous after a storm, so if the spot is soft, say so and the right vehicle can be sent or the unit set nearer the hard standing.
Hold units at least 15 feet clear of food service and well away from drainage ditches, sandy swales and Horse Creek. On a work site, keep them inside about 200 feet of the crew or they get walked past. At an event, split the units into small groups near the crowd but downwind of the cooking, and leave each group reachable by a service truck for the whole run.
Weekly service is the baseline and more is available. Every visit empties the tank, washes the interior and restocks paper, soap and towels. Twice a week is the sensible call for an Aiken summer or any site with food on it.
South Carolina controls the disposal end through the people who pump and haul it. The state examines and licenses them, and no approval issues until the applicant files a list of the disposal plants they intend to use together with written permission from each of those plants, refreshed every year.
