A unit on private ground, in a driveway, a fenced yard or a job site, needs no Town permit of its own.
Events, including on private land: the Town's special events process is the one to plan around. The application goes to the Town's special events office and must be filed not less than 30 days before the event, with a good-cause exception at the Town Manager's discretion. Crucially, the application has to set out your provisions for sanitation facilities along with crowd, noise, traffic and parking plans. That means the unit count, the accessible share and the placement have to be settled before the paperwork goes in, not after. The application fee is set in the Town's published fee schedule, and the Town Manager may waive costs, bonds and fees entirely for an event run solely by a tax-exempt organization. A hard removal deadline: all solid waste and litter must be off the site within 24 hours after the event ends, and a multi-day event has to be kept clear each day with nothing accumulating on site. That is a scheduling fact, because a Sunday evening finish means a Monday collection, and it has to be booked rather than hoped for.
Streets, sidewalks and alleys: closing or interfering with the free use of any sidewalk, street, thoroughfare or alley requires the prior written consent of the Town Manager. Placing an obstruction that makes passage difficult, dangerous or impossible is unlawful, construction gets a narrow allowance of up to twenty feet, and a builder may ask the Town Manager for partial and temporary use of a street. Police may remove an unlawful obstruction. If an owner fails to remove one after written notice, the Town may remove it and charge the cost back, and an unpaid cost can become a lien on the property taxes.
Private streets are included: the Town defines a street as any public or private thoroughfare used by the general public, so a unit in a shared drive or a community lane inside a gated neighborhood is treated like one in a Town street.
Food vendors: the South Carolina Department of Public Health licenses temporary food service and sets vendor handwashing requirements in Beaufort County.
Siting a unit in the Lowcountry is about ground that stays firm and a route that stays open.
Start with level footing on something solid. Shell, gravel or a paved pad all work. Soft marsh-edge ground and freshly graded sand do not, and a unit that settles overnight will not sit level by the weekend.
Keep at least 15 feet between any unit and food service, and stay well back from the May River, tidal creeks, ditches and stormwater ponds. On a job site, set them near the crew and clear of machine travel. At an event, break the cluster into groups and give each accessible unit a flat, firm approach.
