On private ground, such as a driveway, a fenced job site, or a back yard, you generally won't need any City paperwork. Public ground is a different story.
City streets and sidewalks: The City's Engineering Division issues permits for street openings, sidewalk and curb work, and sidewalk or roadway obstructions. That last one is what a unit in the public way falls under. Engineering sits at City Hall, 78 Bayard Street.
County roads: Several main routes through town belong to Middlesex County. A county road permit means engineer-certified plans filed with the Office of Public Works and a certificate of insurance naming the County. Call 732-940-6932 with questions, and tell the permit clerk when work starts and finishes.
State highways: Route 18, Route 27, and Route 1 are state roads. Anything placed in that right-of-way needs an NJDOT highway occupancy permit, and the state asks for one even when the impact only lasts a weekend.
City parks: Reserving a ball field, pavilion, tennis court, or athletic facility means a City park permit, filed at least two weeks ahead. Permits go out first come, first served, so file early for a spring Saturday.
Food at your event: Temporary food vendors are licensed by the local health department under the state retail food rules, and every food stand has to give its workers easy access to a toilet. Add a handwashing station for each vendor.

Choose firm, level ground. Soft turf near the river gives way after heavy rain, and a leaning unit is no fun for anybody. The driver also needs a straight run in, so watch for low branches, narrow gates, and parked cars.
Hold units 15 feet back from food service, and keep them clear of storm drains and the riverbank. On a build, set them within about 200 feet of the work so nobody loses half a break walking.
A standard rental includes one cleaning visit a week. The driver pumps the tank, washes the inside, and restocks paper and sanitizer. Any truck carrying that waste in this state has to be registered with NJDEP and show its decals.
From there it heads to the Edward J. Patten Water Reclamation Center in Sayreville, run by the Middlesex County Utilities Authority, which treats wastewater for all 25 towns in the county. The Authority takes hauled septage only at discharge points it designates, only from domestic sources, and only between 7:00 AM and 7:00 PM.
