On private ground, almost never. A unit parked in your own driveway, on a farm lane, or inside a fenced job site doesn't need a City permit in Valparaiso. Public ground is a different story.
City right-of-way: The City of Valparaiso Engineering Department issues the right-of-way cut permit for construction inside the city right-of-way, and the office is at 166 Lincolnway. Food at your event: If vendors are serving, the organizer registers the event with the Porter County Health Department Foods Division at least 30 days ahead, and there's no charge for that registration.
