On private ground, such as your own yard, a driveway, a farm tract, or a fenced job site, you will not normally need a City permit in Alexandria. That changes as soon as a unit touches public ground.
Streets and the right-of-way: The City of Alexandria code makes private use or occupancy of any part of a public street unlawful, and it bars anyone from placing an obstruction in a street without a written permit from the city engineer first. The engineer can allow a temporary obstruction, can require a bond, and requires lights at both ends of it from 6 in the evening until 6 in the morning. You must list every location you will use, the largest number of people expected in each public area, all your equipment, and your cleanup plan, and the City asks you to apply at least 30 days ahead. Crowds of 500 or more: Louisiana treats a gathering of 500 or more people lasting four hours or longer as a mass gathering. That needs a separate written permit from the parish health unit at least 30 days in advance, and the application has to include a map showing where every toilet will stand, drawings of the toilet facilities and the sewage disposal, and the attendance you expect. Build your unit plan before you file, not after.

The spot you choose decides how well a unit holds up all week.
Pick firm, level ground. A unit on a slope is unpleasant to use, and the soft bottomland soils along the Red River and Bayou Rapides can bog a service truck after rain. Leave the driver a clear lane with no low limbs, narrow gates, or parked trucks in the way.

Louisiana's state sanitary code, which the City has adopted, bars anyone from emptying the contents of a portable toilet onto the ground or into a street, ditch, or waterway, and allows that waste to move through the streets only in tight, enclosed containers.
