Start with the thing that surprises people. Violet is not a municipality. It is an unincorporated community, so there is no Violet city hall, no mayor and no village code to look up. That is not a gap in the answer. St. Bernard Parish Government is the local government here, and it is the only local layer you deal with. Louisiana has parishes rather than counties, and in Violet the parish does the whole job.
On private ground, which includes your own yard, a driveway or a fenced job site, no parish permit is normally required.

So rather than point you at a permit that does not exist, the practical step is a call to the Safety and Permits Division about the specific location before a unit goes on parish ground.
Crowds of 500 or more. The state treats these as mass gatherings, needing a written permit from the St. Bernard Parish health unit at least 30 days ahead, with the operator holding it 72 hours before the start date. The application has to carry a map showing where every toilet will stand, drawings of the facilities and the sewage disposal, and your expected attendance. Placement in Violet is governed by water, in two different senses.
The first is elevation. This is low, flat ground protected by levees, with drainage canals and ditches threaded through it. Keep units well clear of any ditch, canal or storm inlet, choose the higher and firmer part of a lot, and expect soft going for a day or two after heavy rain.
