Beaverton draws the line by land, not by equipment, and the City states it plainly.
City land or the right-of-way: if your event is on City property or inside a public right-of-way, such as a street, you need a special event permit. Expect a review of 30 to 90 days depending on the size of the event, so start early. Applications go to Community Services and Engagement, Attn: Special Events Permit, 12725 SW Millikan Way, and the office answers at 503-312-7148.
Restrooms are part of that application. The City's Required Exhibit Policy says your application will not be processed until every required exhibit is in, and for a major community event the site diagram has to show where the toilets and handwashing stations will stand, alongside fencing, first aid, emergency vehicle access, parking, and trash. Every event also needs a route map and proof of insurance.
Private property: an event on private ground runs on a temporary use permit instead, reviewed in about two to three weeks by the Planning Division of the Community Development Department at 503-526-2420. Smaller activities can be exempt, broadly when they run no more than three consecutive days in a week and no more than six times a year, stay under about five parking spaces of area, and operate between 7:00 a.m. and 10:00 p.m.
A unit for your own project on your own yard, driveway, or fenced site is not an event and needs no City permit. Put it in the street and you are in the right-of-way, so call the City first.
Food vendors: the City wants copies of food service permits from Washington County Health with your application. The county asks to receive a temporary restaurant application at least a week before the event and publishes its own handwashing station requirements for booths.

A unit in the wrong spot costs you all week, so it pays to pick carefully.
Go for level ground a truck can actually reach. Beaverton rain runs from October into May and a grass verge that looks solid in September will not hold a loaded service vehicle in February. Gravel, a plywood pad, or a paved corner is worth the trouble.
