If your frontage is a state highway rather than a city street, that right-of-way belongs to the Oregon Department of Transportation, which requires permission for any activity other than normal travel and issues it through the maintenance district covering the area.
Events on public ground go through the City's special event permit. Remember that exclusive use of a park area is only available from the first of May to the middle of October.
