Most jobs start with the Standard Porta Potty, a single stall holding a seat, a urinal, paper, and sanitizer. It covers framing crews, trail work, and small gatherings.
The ADA-Compliant Porta Potty is wider, with a flat entry, grab bars, and turning space. In Bend you need it in every cluster, and you need it even when you are only placing one unit.
The Deluxe Flushing Porta Potty brings a working flush and better venting, and it is also the unit that answers Oregon's flush requirement on a larger construction project.
The Deluxe Porta Potty with Sink builds a basin, soap, and mirror into the stall, which keeps a reception line short.

Putting a unit on your own land, a yard, a driveway, a fenced site, needs nothing from the City. Public ground and public events are where Bend has clear rules.
Events on City property or in the right-of-way: you need a special event permit for an event open to the public with more than 150 attendees on City-owned property or in the public right-of-way, and for anything outside City property that affects the right-of-way, such as a race route. The City is blunt that a private gathering of fewer than 150 people in the right-of-way has to move out of it. Apply through the special event permit page at least 90 days ahead for a new event, or 60 days for an annually recurring one.
What it costs and what it includes: the posted fees are $1,030.00 for the application, $515.00 more for a race, and $55.00 for the accessibility plan review, with traffic control plan review charged separately by impact level. Your submittal has to include a sanitation plan and an accessibility plan, and your site plan has to show where the portable restrooms and the routes of travel will be. The Licensing Division answers on 541-388-5580 and the office is at City Hall, 710 N.W. Wall Street.
Downtown is capped. Only three events with road closures are allowed downtown in July and August, and only two per month the rest of the year, so a downtown date is worth locking early.
Accessible placement: every portable restroom and sink needs an accessible route, at least 36 inches wide, and the accessible units have to sit on ground with no more than a 2 percent cross-slope. The City's Accessibility department will talk this through on 541-693-2198.
Food vendors: temporary restaurant licenses come from Deschutes County Health Services, which runs single event, intermittent, and seasonal licenses through its Environmental Health team on 541-317-3114.

In Bend, placement is not only practical, it is part of the permit.
Start with level ground. The City caps the cross-slope under an accessible unit at 2 percent and wants a path of at least 36 inches to every restroom and sink, with nothing, not even a tree, blocking the door. Pick the flat spot first and build the rest of the layout around it.
Then think about the truck. Cinder lanes, soft pumice, and unimproved forest roads all slow a service vehicle, and so does a gate that is narrower than it looks. Leave a clear approach with no low branches.
Keep units at least 15 feet from food service and away from irrigation canals, the river, and storm inlets. On a job site, place them within about 200 feet of the crew. At an event, use two or three clusters rather than one row, and make sure each cluster has its accessible unit.
Bend's climate pulls in two directions. July afternoons are hot and dry and push you toward a second service visit, while winter nights drop well below freezing and call for winterized units and a plowed approach.
A standard rental includes a weekly service stop: pump the tank, wash the bowl and floor, wipe the surfaces, restock paper and sanitizer. Oregon rules also require toilets to be kept in good repair and sanitary condition. The city's own sewage goes to the Bend Water Reclamation Facility, which serves roughly 28,000 customers and treats about 2.3 billion gallons a year.
