Franklin itself does set one firm requirement, and event organizers get caught by it. If you rent Market Square on West Franklin Street and your event will run longer than two hours, the city requires the permit holder to bring in a portable toilet. Two hours is a short fuse, so almost any real gathering there needs a unit as a condition of the permit, not as an optional extra.

On private ground you are generally clear. A unit in your own yard, on a building lot, or in a business parking area in Franklin needs no city permit.
City parks: reservations are handled in person only, at the Clerk's Office in Franklin City Hall on West Loomis Road, between 8 a.m. and 4 p.m. The city does not take park bookings by phone, email, online or post, so plan a trip. Call 414-425-7500 first to check what is open. Remember the Market Square rule above, and that park hours are dawn to dusk with pavilion rentals running 11 a.m. to 8 p.m., setup and cleanup included.
Special events: Franklin's Extraordinary Entertainment and Special Event application has to be in at least 30 working days before your event, and it asks you to file a plan for toilet and lavatory facilities covering the source, number, location, type and how the waste will be disposed of. In other words the city wants your unit count and your map before it approves anything, which is a good reason to call us before you file rather than after. The fee is $175.00 a day for a consecutive-day event of up to four days, or $750.00 flat for five days or more, and the city also wants a certificate of insurance 10 days out plus a deposit against police, fire and health department costs.
Streets and right of ways: Franklin does not publish a standing permit page for occupying a street with equipment, so call the Clerk's Office before anything goes in a road, shoulder or sidewalk. If your site fronts a county trunk highway rather than a city street, the road belongs to Milwaukee County and that is a separate conversation.

Placement is mostly about ground conditions and truck access in this part of the county.
Set units on level, firm ground. Franklin's clay soils hold water, and a spot that carries a truck in August can bog one in April. Leave a clear, straight approach with nothing parked across it. Keep units back from creeks, drainage swales and storm inlets, and off septic fields on the rural lots at the south end of the city.
At an event, keep units away from food service and in a spot the city has agreed to. On a job site, put them inside a short walk of the work.
A normal rental gets one service visit a week. Each visit pumps the tank, cleans and sanitizes the interior, and restocks paper, soap and sanitizer. Wisconsin also requires that any property we have serviced is left in a sanitary condition, which is the standard the driver works to.
Wisconsin regulates the company and the truck more tightly than most states, and it is worth knowing what sits behind your rental. A business that services portable toilets has to hold a state septage business license from the Department of Natural Resources. Every servicing truck must be inspected and registered with the state before it pumps anything, and it carries a state-issued license sticker. The crew works under a designated operator in charge. Each pump-out is logged with the location, the gallons collected, where the waste went, and when. From the truck, waste goes to a treatment facility the state permits to receive it.
