At Prime Dumpster, we arrange porta potty rentals across Lowell, Massachusetts, from the canal district and the mill yards out through the Acre, Centralville, Pawtucketville, Belvidere and Back Central. Lowell generates two quite different kinds of demand. Construction runs on mill conversions, university projects, school work and the long rebuild of streets and utilities through a dense older grid, while the event calendar is anchored by the folk festival in late July and filled out with park concerts, parades and river-side gatherings.
What you pay turns on the model, the unit count, the booking length and how often a service visit is scheduled. Below are our ranges, the seasonal window that governs a Lowell street placement, and the Massachusetts rules that set your count.
Lowell is the one city in this group where the calendar, not the quote, is the first thing to check. The City issues street occupancy and excavation permits only across a defined part of the year, so a winter placement in the roadway is a different conversation from a summer one. The permit section sets out the dates and the exception.
The City also publishes its own charges rather than quoting them, which makes planning easier. The dumpster and pod permit carries a non-refundable application fee of $50, with an extra meter bag charge where the position takes a metered parking space. The Health Department's annual schedule lists a dumpster permit at $50 per container and a dumpster contractor permit at $150, and both sit on the Health Permit Fees page.
Model mix is the third lever. An accessible unit is close to a standard one in price, while a flushing model or a trailer is a different class of spend. For a festival weekend the flushing model is usually worth it. For a mill fit-out it is not.

Request a Quote NowTwo Massachusetts rules answer two different questions, and only one of them is about headcount.
Our porta potty calculator gives a starting figure, and your account manager reworks it against your peak hour and your layout.
Choose by the user and the length of stay. The porta potty options page sets out what each model contains.
The Standard Porta Potty is the default on a Lowell build: one private stall with a toilet, a urinal, paper and sanitizer.
The ADA-Compliant Porta Potty is wider, steps-free at the door, and fitted with grab bars inside. This is the model the Massachusetts accessible rule is written about, so it belongs in any cluster the public can reach.
The Deluxe Flushing Porta Potty flushes and keeps odors down, which is what a festival stage area or a wedding at a Lowell venue needs.
The Deluxe Porta Potty with Sink holds a sink, soap and mirror inside the stall, so a crowd is not standing in two lines.
The Solar Porta Potty draws its light and fan from a roof panel, which suits an evening event along the canals or a mill site with no temporary supply.
The Handwashing Station is the separate unit federal rules make compulsory at a workplace, with clean water, soap and single-use towels. One belongs beside each food vendor.
The Restroom Trailer carries several private stalls with running water and climate control. On a long Lowell project or a festival operation, it is what keeps the queues short.
Give your account manager the dates and the headcount and they will put the mix together.
The Lowell answer begins with a date, which is unusual and genuinely important. The City states that street occupancy and excavation permits affecting City streets are issued only from April 1 to November 15. Permits outside that window are for emergency work only, unless approved by the City Engineer or the Commissioner of the Department of Public Works. The work the permit covers expressly includes street and sidewalk closings for construction, maintenance and festivals. So for about four and a half months of the year the ordinary route into a Lowell roadway is closed, and a winter placement needs a named officer to approve it. If your project runs through the winter, raise that at the quote stage rather than in January.
The container route is open all year but carries a snow condition that costs money. Lowell issues dumpster and pod permits year-round, and states that during winter months, if there is a snow storm, permitted dumpsters will require removal off site at the permittee's expense, with the City Engineer's Office able to act if the permittee does not. The same permit asks for positions at least 20 feet from an intersection and 5 feet from a fire hydrant, a scaled sketch, current insurance from the supplier, and restoration of any damage to sidewalk or roadway. There is also a five-year paving moratorium: if the street has been resurfaced within five years, extra conditions attach.
One procedural detail that catches people out. Lowell says the application needs review by Police, Fire, Parking and Transportation, and that it is the applicant's responsibility to have the permit delivered to those departments for review before final approval. The paperwork does not route itself between offices here. Everything begins and ends at the Office of the City Engineer, on the third floor of City Hall at 375 Merrimack Street.
On private ground, no Lowell permit is published for a portable restroom. Note though that excavation on private property still needs a City permit, so a project that digs as well as rents is not outside the system.
And one Lowell line worth asking about on the service side. The Health Department's annual fee schedule carries a permit headed Night Soils at $200 per truck, alongside the dumpster permits above. Night soil is the historic term for human waste removed from a privy or vault, which makes that line the obvious one to query for a restroom service vehicle. The schedule does not define the term, so nothing here is asserted about whether it binds the hauler. Your account manager puts that question to the Board of Health by name. Lowell's own ordinances sit with a national code service whose robots file asks automated readers not to crawl it, and we honor that, so the text behind these published pages is not available to us.
Set units on firm, level ground with a clear approach for a service truck. Keep them 15 feet clear of food service, well back from the canal walls and from drains running to the Merrimack and the Concord, and within roughly 200 feet of the working crew. At an event, break units into clusters at the busy points with an accessible model in each, rather than one row at the edge.
Two Lowell placement notes. The canal district has limited turning room and a lot of one-way working, so a service route planned in advance saves more here than almost anywhere. And if your booking runs into winter, agree now where a unit will go when a snow operation needs the roadway clear, because the City's removal condition is written against the permit holder.
Servicing is where Massachusetts parts company with most states, because the licensing is municipal rather than statewide. Portable toilet waste is septage. The hauler holds a septage permit from a local board of health, carries a copy in the vehicle, and may discharge only where that permit allows. A contract running from Lowell into Chelmsford or Dracut can therefore involve a second municipal permit. Your account manager confirms the interval and the destination in writing before delivery.

Most Lowell orders on private ground are in place inside 24 to 48 hours, and three to five days secures a specific model. A street placement depends first on the date: inside the April to November window allow a week or more for the multi-department review, and outside it expect to need the City Engineer's approval before anything moves.
Five habits that keep a Lowell delivery on schedule:
Prime Dumpster serves Lowell along with the Merrimack Valley and the towns on the route south toward Boston, including Lawrence 11 miles northeast, Methuen 11 miles northeast, Woburn 18 miles southeast, Haverhill 19 miles northeast, Melrose 24 miles southeast and Medford 25 miles southeast. Lawrence and Methuen round to the same mileage because they genuinely sit side by side at the same bearing from here, and we have checked both the straight-line and the road measure before printing them that way.
Standard units are $199–$349, accessible units $200–$300, deluxe flushing and sink models $300–$400, solar units $500–$600, handwashing stations $150–$250 and trailers from $1,500. Lowell also publishes its own permit fees for a public-way placement, which are separate and known in advance.
Lowell sets no ratio, so plan one unit per 50 guests over about four hours and add 15 to 20 percent where alcohol is served. Massachusetts separately wants an accessible unit in each cluster the public uses. Your account manager sizes the order from your busiest hour.
A private Lowell site uses the federal table, because the Massachusetts plan reaches only government workers. One facility covers a crew of 20 or fewer, then one toilet seat plus one urinal per additional 40, plus washing. A crew-only site owes no accessible unit.
Weekly is standard, and a festival weekend in Lowell can need several visits. Each visit pumps the tank, sanitizes the interior and restocks paper, soap and towels. The hauler works under a septage permit issued by a local board of health, which in Massachusetts is a municipal document rather than a state one.
No Lowell permit is published for a portable restroom standing on private ground. Bear in mind that excavation on private property does need a City permit, and that a placement in the roadway falls inside the City's seasonal permit window, so the street is a separate question entirely.
A standard unit is a single narrow stall with a toilet, a urinal and sanitizer. The accessible version is wider, has no step at the threshold, and fits grab bars with clear floor for a wheelchair to turn. Massachusetts asks for that model in public clusters, marked with the accessibility symbol.
A weekend sits inside our standard booking window and prices as the base case: $199–$349 for a standard unit, $300–$400 for a deluxe flushing model, $150–$250 for a handwashing station. If the weekend falls outside the City permit window, a street position needs approval first.
Tell us about your event or project and your zip code. We will check your dates against the City's permit window, tell you what the snow condition means if your booking runs late, and size the accessible share properly.
The Lowell calendar is the thing most customers do not know about until it costs them a week. Your Prime Dumpster account manager watches the permit window, the department review, the service interval and the delivery slot together, so the date is settled before the order is.
