At Prime Dumpster, we provide porta potty rentals across Suffolk, Virginia, the Hampton Roads city that runs from the Nansemond River waterfront out through farm country toward Holland and Whaleyville. Construction work here covers everything from downtown commercial projects and new residential streets on the north end to barns, equipment pads and well sites on the rural parcels. Events follow the parks and the seasons, with dates at Downtown Festival Park, Constant's Wharf Park and Marina, Bennett's Creek Park and a long list of 5K runs, church fairs and weddings on private ground.
Virginia is the one state in the country that tells contractors the federal worker sanitation rule does not apply to them, and it replaces it with something stricter. That single fact changes the count on every Suffolk job site, and it comes first below. Next to it sits the city's special event permit, which asks for the restroom supplier by name.
On a Suffolk job site the handwashing station is a line item rather than an extra, and that is the biggest difference between a quote here and a quote across a state border. Virginia pairs every required toilet with a required handwashing facility, so a forty worker crew is quoted as two toilets plus two stations, not two toilets plus an optional sink. Budget the pair from the beginning and nothing comes as a surprise at inspection.
Distance is the second driver, and it is a bigger one in Suffolk than in a compact city. A delivery to a downtown lot and a delivery to a field off a rural route are different runs for the same unit, and a service truck that has to cover both in a week prices accordingly. If several units are going out, grouping them along one route is worth asking about.
Rental length does here what it does in every market. The delivery trip and the collection trip are the same work whether the cabin stands for a weekend festival or through a two year build, so the longer booking spreads those two fixed costs thinner.
Season is the last factor. Hampton Roads summers are humid enough that deodorizer and sanitizer run down faster than a cooler market, and hurricane season commits regional stock quickly once a storm is named. A June through November booking made early is simply a different proposition from one made in the week of the event.

Request a Quote NowSuffolk job sites are the clearest answer we can give anywhere. Virginia's Safety and Health Codes Board adopted its own construction sanitation standard, and the standard opens by saying that the existing federal rule does not apply, does not carry the force of law and is not printed in the volume at all. What replaces it is a single sentence: one toilet and one handwashing facility for each twenty employees or fraction of twenty. Three things follow:
Never apply the federal table to a Suffolk crew. It produces one toilet seat and one urinal per forty workers above twenty, which is roughly half of what Virginia requires and leaves the handwashing line off altogether. The state publishes its standard through the Virginia Administrative Code.
Events are the opposite case, and we would rather say so than invent a figure. Virginia sets no statewide attendance ratio and Suffolk publishes none of its own, so there is no table to read a festival off. What exists instead is a disclosure duty, covered in the next section. In the absence of a published number we plan from one unit per fifty guests across about four hours, adding fifteen to twenty percent where alcohol is served, and at least one accessible unit per twenty at a public event. The Prime Dumpster calculator will work it through, and your account manager will put the final number in writing.
The Standard Porta Potty is the unit behind the Virginia worker ratio and behind most private Suffolk gatherings, from a slab pour on the north end to a crab boil on the river.
A Handwashing Station deserves naming second here rather than last, because in Virginia it is half the required pair on a construction site. Potable water, soap and single use towels are what the standard asks for, so a sanitizer pump alone will not satisfy it.
An ADA-Compliant Porta Potty belongs at any Suffolk event open to the public, and the city's own event form asks how many of your units are accessible, so the answer needs to be more than zero. For a guest facing Suffolk date the Deluxe Flushing Porta Potty brings a flush and clean bowl water, and the Deluxe Porta Potty with Sink holds the basin indoors. A Solar Porta Potty lights a rural tract with no power run. A Restroom Trailer with private climate controlled stalls suits a waterfront wedding in a Hampton Roads August. Our porta potty options page lines them up for comparison.
On your own Suffolk property, no city permit applies. A unit on a driveway, behind a fence or inside a job site boundary is fine, provided it stays inside the property line, clear of the sidewalk, and on ground that will hold a loaded service truck.
A city street or sidewalk is effectively closed, and the wording is unusually flat. Suffolk's code makes it unlawful to obstruct streets or sidewalks with any material or matter of any kind or nature, and the only carve out written into that sentence is for setting a garbage or trash receptacle out so its contents can be collected, plus goods being actively received or delivered. The city's encroachment permit does not reach us either. It defines an encroachment as an awning, fire escape, shutter, sign, cornice, gutter, downspout, bay window or other appendage to or part of a building, and then limits the permit itself to improvements and alterations to structures, outdoor dining, A-frame signs and sidewalk vendors in the central business district. A restroom cabin is on none of that list, so plan a Suffolk position on private ground and treat a curbside position as something that needs written confirmation from the city first. An unpublished administrative route may exist alongside the written ones.
Events are where our paperwork is wanted. The city's special event permit is administered by parks and recreation, costs $45 and must be filed at least forty five days before the event, with applications for the coming year accepted from the first of November. Two conditions are worth planning around: no special event permit is issued for a period of more than four consecutive days, and it is unlawful to rent premises to a third party for an event unless that third party holds the permit. The application itself asks for the restroom company's name, the company's contact phone, the number of restrooms, the number that are accessible and the number of sinks, and the site plan has to show where the portable restrooms will stand. Your account manager supplies all of that in one block. Details and the current forms are published by the City of Suffolk, and the permit technician can be reached on 757-514-7273.
Start with the ground, because a lot of Suffolk sits low and drains slowly. Choose firm, level, well drained ground, put matting under a unit on soft soil or grass, and make sure the service truck can pull alongside without sinking. Keep the door swinging away from walking routes, hold a sensible gap from food service and drinking water, and on a waterfront or field position think about where the cabin would end up in a heavy rain before you set it.
Servicing is usually a weekly visit, moving to twice weekly or daily for food events and large crews. A service call draws the tank down, cleans the cabin out, recharges odor control and leaves fresh paper and sanitizer.
Where the waste goes is a Virginia question with a clear answer. The state's sewage handling rules define a sewage handler as anyone who removes and transports by vehicle the contents of a septic tank, treatment plant, privy, holding tank or portable toilet, so servicing your units is a permitted activity rather than an informal one. The permit is issued by the State Health Commissioner, applied for through the district or local health department, and granted only after an equipment inspection and approval of the disposal site. Where the receiving treatment works belongs to someone else, the applicant has to attach that owner's written statement allowing the discharge, with the daily quantity and the discharge point named. In practice that means everything collected from a Suffolk unit goes to an approved treatment works, and your account manager keeps the service record on your account.

Most standard Suffolk orders are on site within a day or two. Spring and autumn event weekends are the tight stretch, along with the run up to a named storm.
Our Suffolk trucks cover the western side of Hampton Roads and the rural south and west of the city, reaching Driver, Chuckatuck, Holland, Whaleyville, Western Branch and the Isle of Wight line, alongside the Virginia porta potty service areas linked below.
A standard unit in Suffolk is quoted at $199 to $349, an accessible unit at $200 to $300, and a deluxe flushing or sink unit at $300 to $400. Solar cabins come in at $500 to $600 and handwashing stations at $150 to $250, with a Hampton Roads restroom trailer opening at $1,500 and servicing priced next to it.
Virginia publishes no attendance ratio and Suffolk publishes none either, so there is no table to read. Our starting point is a unit for every fifty guests across roughly four hours, lifted fifteen to twenty percent once drinks are served, with an accessible cabin at any public Suffolk date. Your account manager sets the final count.
Virginia replaces the federal rule outright. One toilet and one handwashing facility are required for every twenty employees or fraction of twenty, with no upper cut-off, so forty workers means two of each and a hundred workers means five of each. Only a mobile crew with nearby facilities is outside it.
A weekly visit is the Suffolk norm, with twice weekly or daily service at food events and on large crews. Each Suffolk call empties the tank, wipes the cabin through, puts in new deodorizer and replaces paper and sanitizer. Your account manager sets the interval around your usage rather than a default.
No. A unit inside your own Suffolk property line needs no city permit. Keep it behind the property line, away from the walk, and standing on soil that will hold a service truck. The permit question only starts when the unit would stand in a city street or sidewalk, or at a gathering needing the city event approval.
A standard cabin is the compact unit used on most Suffolk sites and private gatherings. The accessible cabin is wider, steps up nowhere at the door, has grab bars, and keeps enough open floor for a wheelchair to come about. Suffolk's own event form asks how many of your units are accessible.
A Suffolk weekend is quoted from the standard $199 to $349 figures above. The run out to Suffolk and the run back cost the same for two days or two seasons, so a weekend hold tends to sit nearer the top of that range. Your account manager will confirm it against your dates and location.
Tell us about your event or project and your zip code. On a job site tell us the peak crew size too, because Virginia counts handwashing facilities one for one with toilets and that changes the order.
Your Prime Dumpster account manager handles the details, from unit count and service schedule to permit contacts and delivery timing, so you can focus on your event or project.
