If the unit sits on private property, like your yard, driveway, farm, or job site, you usually won't need a permit. That changes when it goes on a City street, sidewalk, park, or parking lot.
Winchester is an independent city, so it maintains its own streets. Placing a unit in the City right-of-way needs City approval. Public Services handles the City's Right-of-Way Work Permit, so start there. You can reach Public Services at 540-773-1340.
Events on City streets, parks, or parking lots need a special event permit. The Special Events Application goes to the Winchester Police Department at 231 East Piccadilly Street, with a $25 application fee and a certificate of insurance. It's due at least 60 days before a parade or special event. If you plan to use portable restrooms, the City wants that 60 days' notice and a site plan showing where the units will go.
