On private property, including your driveway or inside a fenced site, Shawnee needs no container permit.
The licensing question has an unusually clear answer here, and it is in your favor. Shawnee makes it unlawful to collect or transport solid waste in the city without a collector license, and then lists who does not need one. The second item on that list is a person who transports temporary bulk solid waste storage containers for construction projects, remodeling and other uses. That describes exactly what we do, in the city's own words, and the phrase about other uses means it is not even limited to construction work. So no city hauler license is required for a container rental in Shawnee.
Worth knowing what sits beside it on that same list, because people confuse the two. There is a separate exemption for a demolition or construction contractor who hauls waste incidental to their own job. That one only helps a contractor moving their own debris in their own truck. The container exemption is the broader and more useful one, and it is the one that applies to a rental.
Shawnee also states something most cities do not. Its licensing section says in terms that a license grants no exclusive right to any one collector and is not to interfere with the free spirit of competition in any area. There is no franchise to be locked out of here and no approved-contractor list to get onto.
Two further points. The city separately requires customers to arrange collection and disposal with a licensed collector, which sits a little awkwardly beside the container exemption, so your account manager confirms with the city how your particular job is treated before delivery rather than afterwards. And the city's streets and business licensing titles did not open at section level in this review, so instead of assuming a right-of-way route exists for a container, treat a street placement as a question for the City of Shawnee first. We will get you the contact.
At county level, Johnson County does license waste haulers, through its Department of Health and Environment, but read the scope: the published scheme covers residential waste and recycling haulers providing collection to residents. A temporary construction container is not residential collection service, so the county license does not reach it on the published wording. The county runs a separate permitting scheme for facilities, including construction and demolition landfills, which is about the sites rather than about us.
