On private property, including your own driveway, an alley-side parking pad you own, or a fenced job site, the City requires no permit for the container. That is the simplest route and the one most Hutchinson jobs use.
The street is a different matter, and Hutchinson handles it unusually. Obstructing a street, alley, public ground or sidewalk by placing or maintaining materials or equipment on it is a misdemeanor. There are two ways around that. Someone erecting a building or improvement may use a portion of the adjacent street to the extent the City's building regulations allow. Otherwise the governing body itself has authority to grant temporary use of streets, alleys, sidewalks and public grounds in the public interest, and when it does, the permission has to state what the use is for and how long it runs.
That matters for scheduling. A street placement here is a council decision rather than a counter transaction, so the lead time is a meeting calendar rather than a few days. Plan the driveway or the alley instead wherever you can.
One condition applies wherever an object sits in the public way overnight. It is unlawful to leave building materials, machinery or other obstructions on a street, alley or avenue after dark without placing one or more flashing yellow barricade warning lights at each point of approach and keeping them working through the night. That lighting is not something the City supplies, so if a street placement is unavoidable, tell your account manager early and plan for it.
For questions about city service and billing, the Utility Billing office is on 620-694-2621. The City's own code chapters are published in full on its city code page, and your account manager can help you work out who to call about a particular placement.
