It "applies to the preparation and storage, collection, transportation and disposal of all refuse in the City of Stonecrest, including all public and private property." The difficulty is that the chapter never creates a city license. The only license it describes anywhere is the county's: "No person shall engage in the business of operating a commercial sanitation firm without a license issued by DeKalb County," with applications submitted at the county sanitation building on Camp Road. And the chapter's definition of a commercial sanitation firm is narrow. It "includes any person engaged in the business of operating a sanitary compactor." The chapter goes on to define three kinds of compactor container and a stationary compactor, and defines no plain open top container at all.
So we are naming the provision, quoting it, and declining to tell you what it means for portable restroom service, because the honest answer is that it does not say. We assert nothing in either direction about whether that clause reaches portable toilets, and nothing on this booking depends on reading it one way or the other. It is a refuse collection provision, and portable restroom servicing is regulated elsewhere.
That elsewhere is DeKalb County, and it is clear. The county adopted the state portable sanitation regulations into its own code, reaching "the rental, servicing, disposal, maintenance, construction, and installation of portable sanitation units." The county scheme is administered by the DeKalb County Board of Health, and Stonecrest's own code creates nothing of the kind. Its three relevant chapters were read in full, over 200,000 characters, with no portable sanitation provision in any of them.
The DeKalb County Board of Health both licenses and prices this work. Its environmental health fee schedule, effective 1 January 2024, sets a septic tank and portable sanitation pump out permit at $100 and a pump out truck inspection at $100, administered from 445 Winn Way in Decatur. That is published by DeKalb Public Health. It is the clearest signal available that private portable restroom activity is licensed rather than excluded in DeKalb County, whatever the city refuse clause is doing.
Servicing has a seven day floor and a duty that is partly yours. Property owners, employers and event sponsors must ensure units are serviced by a certified contractor at least that often. A construction site owner and an event sponsor should also hold proof of a service contract with a certified company, which we supply as standard.
Placement on a Stonecrest warehouse site is a walking distance problem. A crew of eighty will not cross a 200,000 square foot slab to reach a cabin, so split the units across the working face rather than banking them at the gate. Keep each position reachable by the service truck on the stone base rather than the finished paving, and expect to move units as the build progresses from slab to envelope to fit out.
Keep cabins away from food service and any drinking water point, on ground firm and level enough to stay that way through a wet week, with the door out of the prevailing wind.
