On private ground, no City permit covers the unit. Georgia instead puts a duty on the customer, and the City attaches your order to the event application itself.

Georgia makes the servicing contract your paperwork. State rules place responsibility on property owners, employers and event sponsors to ensure units are serviced by a certified portable sanitation contractor or company at least once every seven days, and more often as use requires. Each event sponsor and construction site owner must also show proof of a service contract with a certified company, and carries responsibility for any prohibited discharge or spillage. Our service agreement is the document that satisfies that duty, and your account manager puts it in your hands early.

Behind our side of it sits a county permit. Nobody may remove or dispose of the contents of a portable unit in Georgia without a Waste Removal and Disposal Permit from the health authority for the county where the business is based, renewed annually and valid statewide, with the permit number and company name lettered on both sides of each vehicle and a 12-month manifest. Waste goes to a facility the state environmental agency regulates.

Private property and job sites: keep units inside the boundary and off the public walk. Set them as close as practical to where people are but as far from food service as the site allows, and leave truck access open at all times.

Street and sidewalk placement is tightly drawn here. Ellijay makes it unlawful to cause, create or maintain an obstruction on any street, alley, sidewalk or other public way except as the code allows, and a structure encroaching on a public street or property needs a permit from the City Clerk. The application goes to the Clerk and on to the street superintendent, who decides within seven days. Spilling on a City street is an offence in itself. Ellijay separately bars discharging any fluid containing objectionable material such as sewage onto a public street or sidewalk, which is why a service truck here works to a tight routine.

Events, and our order has to come first. The City treats as an event any activity affecting ordinary use of parks, streets, public facilities, rights of way or sidewalks, and it reaches private-property activities that interrupt public use or public safety delivery. A group of more than 15 people acting together counts as a private organization here. The Mayor administers the applications.

The deadlines run three ways, with a ceiling. File at least two weeks ahead where no city resources are needed, 30 days for a recurring event that needs them, and 60 days for a new event or one changing venue or route. Nothing may be filed more than one year ahead, so filing too early is as much a problem as filing too late.

Two conditions decide your booking. The application must carry a site plan showing where toilet facilities and water will be, plus a sanitation plan. And a permit may issue only after adequate waste disposal facilities have been identified and secured by the applicant, with proof at the time of submission. The restrooms must be arranged before the paperwork goes in. Afterwards the applicant has 24 hours to return the public ground to its previous condition.
