A unit on private ground, like your driveway, a fenced job site, or a church lot, does not need a City permit in Atlanta. The rules kick in the moment the unit touches public space.
Streets and sidewalks: Blocking a lane, a street, or a sidewalk calls for a closure permit from the Atlanta Department of Transportation. The right-of-way closure permit is filed online, and sidewalk closures have to keep a safe route for people walking past. Vendor paperwork goes in through the event organizer, and filing later than 30 days out can cost more.
