A container on private property, in a driveway, on a parking lot or inside a job-site boundary, is the normal arrangement in Tuscaloosa and it is how almost every job here is served. The city's own rules make that the sensible route, and the reasoning is worth setting out because it is specific.
Tuscaloosa makes it unlawful to engage in the business of hauling waste in the city or its police jurisdiction except in compliance with its waste removal article. That sounds broad, and then the same article defines its terms. The waste it covers excludes construction waste by name, and the code adds that collection of the excluded material may be allowed under a different business license classification. Separately, the container the article regulates is defined as a mechanical metal container of from four to eight yards capacity suited to collection by a packer truck. A 10 to 40 yard roll-off is outside that definition by size, and construction debris is outside it by material. The practical result is that the bond, the franchise fee and the rate controls in that article are aimed at commercial packer-bin service rather than at a construction container.
Public ground is the one place to be careful. The city's written consent rule for placing a container on city land or in a right-of-way sits inside that same waste removal article. It is drafted to bind that article's license holder. For a roll-off outside the article, the code sets out no route at all. So on the rare job that needs a container off private property, we ask the city. Your account manager raises it with Engineering, or with the city's main line, before anything is scheduled.
The commercial side of the city's own rules points straight at a container. The Environmental Services Department states that city garbage service is mandatory for single-family homes, that multi-family and non-residential premises may be eligible, and that premises which are ineligible or not subscribing must contract with a licensed commercial waste hauler for private dumpster service. For a student apartment block or a shop, the city has already decided the answer.
Two county points are worth knowing. The county health department has a published role in approving the trucks used by licensed commercial waste haulers here, and in asking for a license to be cancelled. So it is a live authority, and we will not summarize its own rules without reading them. Second, the county's solid waste department issues no hauler permit, registration or decal. Its stated job is residential collection, illegal dumping, roadside litter and the county clean-up days.
