The federal standard gives one toilet for a crew of twenty or fewer. From twenty up to two hundred workers it becomes one toilet seat and one urinal per forty. Above two hundred it is one per fifty. Handwashing is required on every Bountiful site regardless of crew size, and the city ordinance is satisfied by a unit that meets the health requirements of the law.
A Bountiful event of a thousand or more people running two or more hours in a day, at a site not designed for it, falls under the Utah mass gathering sanitation rule and takes its count from that rule's published table. Two things follow for a Bountiful job. The unit must be on the lot, not in the street, so street placement is not the fallback here that it is elsewhere. And if a permanent restroom genuinely is reasonably accessible, the waiver route exists in writing rather than by assumption.
Bountiful also has a separate canyon rule. In the city's defined watershed area, which is the land in any canyon above the city that drains into its water supply, it is unlawful to construct, use or maintain a closet, privy, outhouse, cesspool, urinal or sewage disposal system without a permit from the City Council. That same chapter contemplates chemical privies in the watershed and requires the effluent from any such tank or privy to be hauled, at the owner's or occupant's cost, to a sewage disposal plant the City maintains or its designated agent. So a unit on an ordinary Bountiful valley lot is outside that chapter, while a unit up a Bountiful canyon is a Council matter with a named disposal destination.
Davis County Health, whose main campus is at 22 South State Street in Clearfield on 801-525-5000, is the health authority for a Bountiful event. Above a thousand attendees for two or more hours, the state rule requires a written permit from the local health officer, filed thirty days before day one and fifteen days before the event is first advertised, naming the contracted liquid waste hauler. Position the unit on firm level ground inside the lot line, which is what the Bountiful ordinance requires in any case. On the steeper Bountiful streets that usually means the flattest part of the driveway or a prepared pad.
Leave about twenty five feet of straight truck approach. At a Bountiful event the state rule wants a hundred feet between the units and any food service, and no more than three hundred feet between the units and the crowd, with the local health officer able to grant an exemption where the site will not allow it.
Weekly servicing is the Bountiful standard: pump the tank, wash the interior, restock paper and hand sanitizer. A busy Bountiful site runs twice weekly. Under the state mass gathering rule, pumping happens at least every twenty four hours and units are serviced and removed within forty eight hours of the end, with sixteen consecutive days as the maximum.
Waste goes to a treatment works licensed to accept it, hauled by an operator the local health department has permitted.
