Three parts of the Utah event rule change orders more often than anything else. Alcohol adds a flat 40 percent to the required toilets. Handwashing stations are counted on their own, at one per ten toilets, stocked with soap, water and single use towels. And the units have to be at least 100 feet from food service and within 300 feet of the crowd, which on a packed field is the hardest of the three to satisfy.

If the unit stays on private ground, you are fine. Yards, job site lots and private parking do not need a city permit in West Jordan. Two situations do.
Anything in the right of way: West Jordan requires an encroachment permit for any encroachment into a city right of way, easement or utility system, and the city spells out that this includes obstruction to vehicle or pedestrian traffic. A unit set in a park strip or a parking lane counts. Applications go to the Engineering Department at 7960 South 4000 West, and the city will only review them by email to its right of way address, never to a staff member's own inbox. Call 801-569-5070 if you are unsure whether your spot is city ground. Fees come off the city's published fee schedule and get worked out when the permit is approved, and the application also wants a certified traffic control plan.
Events on city property: this is the one that catches organizers. West Jordan's facility use policy says the responsible person must provide and service portable toilets as required by the city or the county, and that the placement of all sanitary facilities must be approved in the special event permit. In other words the city signs off on where the units stand, not just whether you have them. Applications go to the Public Services Department at 7925 South 1300 West. The policy also treats any event that is open to the public, or that needs a county health permit, as a special event. Park restrooms themselves cannot be reserved and have to stay open to everyone, which is exactly why organizers bring their own units in.
Crowds over 1,000: you will also need a mass gathering permit from the Salt Lake County Health Department, filed at least 30 days ahead and before you start advertising. Their number is 385-468-4100.
Food booths: each vendor needs its own temporary food permit from the county, including a restaurant that already holds a permanent one, and that permit carries its own handwashing requirements.
One more timing point. The city's outdoor reservation season runs from the first of April to the second Saturday in October, and bookings for the year open on the second of January, so popular pavilions and fields go early. Your account manager can line your units up with whichever date you land.
Placement does most of the work in keeping a unit usable.
Put units on level, compacted ground. Fresh subdivision fill and spring runoff both soften up fast in West Jordan, and a unit on a slope is a unit that tips. Leave a straight run for a service truck, with nothing parked across it. Keep units clear of irrigation ditches, canals and storm drains.
On a job site, keep them inside a short walk of the crew. On a city facility, remember that the permit itself approves the spot, so settle the placement with the city before the delivery truck is booked rather than after. Utah's event rule then adds its own bracket: no closer than 100 feet to food service, no further than 300 feet from the crowd, with the county health officer able to make an exception on a tight site.
A normal rental is serviced once a week. The driver pumps, washes and sanitizes the interior, and restocks paper, soap and sanitizer.
The truck doing that work is permitted by Salt Lake County, and the bar is higher than most people assume. A liquid waste hauler needs an approved written safety plan on file, the right insurance, an annual inspection, and a county permit placard carried on the vehicle. The bureau that issues those permits sits just up the valley on Woodoak Lane. From there the waste goes to a treatment plant that accepts it, rather than anywhere on your site.
