Construction crews follow Michigan's own table, not the federal one. The state plan covers private employers and lists sanitation among the areas where its requirements differ from the federal ones. Events have no required count here. Neither the City of Dearborn nor the State of Michigan publishes a number of restrooms per guest. Our planning figure is 1 unit for every 50 guests over about four hours, increased by 15 to 20 percent when alcohol is served. Keep at least 1 accessible unit at any public event, which the federal design standards treat as roughly 1 in 20. For a storm or flood response, plan 1 unit per 10 relief workers.

Put a unit on private ground, such as your own driveway, a back yard or a fenced job site, and no City permit is normally needed in Dearborn. A unit in the street, the alley or on the sidewalk is a different story, and Dearborn's process has a step people miss.
Streets, alleys and sidewalks: The permit you need is a Temporary Obstruction of Public Property permit, and the fee is $100. Before the Permit Office will take the application, you must get written approval from the City's Traffic Safety Department at 16099 Michigan Avenue, and that approval is a signature on the application itself. You also need three copies of a scaled site plan showing the buildings on the lot, the barricades you will use, and any traffic or pedestrian re-routing those barricades force. Three inspections follow: one after setup, one when the obstruction comes out, and a final. The application packet spells it all out, and Permit and Plan Review is at 16901 Michigan, Suite 6, reachable at 313-943-2150.
Block parties: Closing your street for a neighborhood party is a separate, simpler permit. The fee is $25.00 and is not refundable, and damaged or unreturned barricades are charged at $60.00 each. Public Works barricades have to be the ones used, and they arrive one to two days ahead and get collected one to two business days afterward. That same window is a good shape for your unit delivery and pickup.
Larger events on city ground: Events in city parks and at city venues have their own applications, and the City lists them together with the permit forms on dearborn.gov. The Administrative Center at 16901 Michigan Avenue is open weekdays from 8 in the morning until 5, and you can reach it on 311 or 313-943-2150.

Choose firm, level ground with a clear lane for the service truck. Alleys behind Dearborn's older blocks are often the obvious spot and sometimes the worst one, because a parked car or a dumpster can cut off truck access for the week. Check the approach before you pick.

Michigan controls where the waste ends up, and in a built-up place like Dearborn the answer is fixed. Portable toilet waste counts as septage waste under state law, and the Michigan Department of Environment, Great Lakes, and Energy requires domestic septage pumped inside the service area of an authorized treatment plant to go to that plant, called a septage waste receiving facility. Land application is only an option where no receiving facility serves the area, which is not the case here. The hauler also has to log the address, the number of units at the stop and the gallons taken, and keep those records, with fines and loss of the state license on the line if they do not.
