On private ground, a yard, a driveway or a fenced site, a portable toilet normally needs no City permit in Lincoln Park. Organized events are a different matter, and the City is specific about what it wants from you.

Streets and alleys. A placement that reaches the pavement, a sidewalk or an alley is a City right-of-way question rather than a private one, and it should go through the City before delivery rather than afterwards. Your account manager can raise it with you when you book.
Food vendors. Food service at a Lincoln Park event is licensed by Wayne County rather than the City, and the application flags food trucks and vendors as a separate attachment, so build that into your lead time.
