A block party permit is required of any person or company hosting an event that needs the whole or part of the surrounding road closed. Three limits matter commercially. Block parties are not allowed on through streets. There is a four-hour cap on all such events. And the application has to be submitted with a consent form signed by every property owner on the road being blocked, which is the step that most often delays an application. The permit then goes from the City Clerk to the Police Department for approval.
You supply the traffic control, and you clear up. It is the applicant's job to obtain and put up barricades, to keep the street completely closed to traffic for the whole event, and to remove the barricades immediately at the end. Barricades come from Public Works on 651-249-2420. The applicant is also responsible for clearing any refuse from the party. All of that is on the City's block party permit page, and the Clerk's office answers on 651-249-2001.
Other temporary permits: the Clerk also issues temporary permits for things such as an amusement park or carnival, a body art event, a Christmas tree lot and temporary food service, and several may apply to one event. None of them sets a restroom number, so that figure stays with your account manager.
