A container on private ground is the simple case. In your driveway, on a pad, or inside a job site fence, no city permission is needed in Highland, and that is how nearly every delivery goes.
A container in the public way is the harder case, and Highland is stricter than most. The City Council itself has to grant permission before building material or an obstruction may occupy a street, sidewalk, gutter, parking area, or trail, and the code offers no over-the-counter alternative. The Council can also pull that permission later if the conditions are not met. Because this is a Council decision rather than a counter transaction, the lead time is set by the Council calendar, not by the truck.
There is also a Highland rule that works the other way, and it is worth knowing before you plan. Anyone building a new structure, building, or home in Highland must keep a container on site that is big enough for the construction debris the work produces, and the site has to stay free of debris throughout. The duty falls on the general contractor, or on the building permit holder where there is no contractor. The same rule makes it an offense for anyone else to put their trash in your construction container.
Reach Highland City Hall at 801-756-5751 for the street question. The city office runs Monday through Thursday from 7:30 a.m. to 6:00 p.m. and is closed Fridays, so plan the call early in the week. Your account manager can help you work out whether your drop spot is private ground at all and who to ask if it is not.
