A container on private property, in a driveway or inside a job-site boundary, is the normal arrangement in Union City and it is how almost every job here is served. The city's rules on storage and transport are worth knowing anyway, because a few of them are stricter than the metro average.
Storage first. The city makes it unlawful to keep or store solid waste outside a building except in proper containers for collection, or as the code otherwise provides, or under the express prior approval of the director of public works. An unauthorized accumulation is declared a nuisance, you get two weeks from written notice to clear it, and after that each day counts as its own violation. On a long job, that approval route from Public Works is the thing to ask about rather than a street permit.
There is a screening rule and it applies to containers that are not out for collection: when waste containers are not placed at the street for collection, they have to be screened from public view. On a residential remodel that is usually satisfied by keeping the container behind the building line, and your account manager will talk through placement before delivery.
Union City also writes its load-cover duty more widely than most cities do. It is unlawful to operate a vehicle here hauling solid waste that leaks, flows freely or spills, and any load has to be covered or secured so that litter cannot blow or escape while the vehicle is moving or parked, on public or private property. In practice that means a container should be covered on site in high wind, not only in transit.
The licensing position is clear and it sits on us, not on you. The city's business regulations chapter says no person shall conduct business as a solid waste handler in Union City without first obtaining a business license from the city administrator, and it defines solid waste by adopting the state definition, which takes in construction and demolition material. The city separately grants franchises to remove and dispose of solid waste in all zoning districts, for terms of up to three calendar years, with a fee set at ten percent of monthly billing collected. There is also a monthly reporting duty on every private vendor, covering tonnage, origin, material type, the disposal site and what it charges. None of that is paperwork for a customer to handle. It is why your account manager confirms the city position before a commercial job is booked, and will tell you plainly if it changes what we can do.
Dumping is tightly controlled too. Waste may only go to a council-designated site you are authorized to use, into a container installed for that property, onto land you own or have the owner's consent to use, or to a site holding a state solid waste handling permit. No landfill may operate inside Union City except one the mayor and council designate.
