The state defines a mass gathering as one likely to attract 5,000 people or more and continue for 24 hours or more, which puts almost every Spring Valley event outside them. So a Spring Valley street or sidewalk position needs agreeing with the village first, and an unpublished administrative route may exist alongside it. For gatherings, the village threshold is remarkably low. A public assembly means a planned gathering of more than five people for a common purpose that interferes with the normal flow of pedestrian or vehicular traffic, and no person may hold one without a permit issued by the Board of Trustees, with the Mayor authorized to issue it when no board meeting is scheduled. For a one off event the application goes to the Village Clerk at least 10 days and not more than 180 days before it starts, so filing too early is as much of a problem as filing late. A recurring event at the same location files at least 60 and not more than 180 days ahead. Funerals, supervised school activities and government functions are excepted, and a genuinely spontaneous event needs written notice to the Mayor and the Police Chief at least 24 hours ahead. Using a village park as an organized group of more than ten people needs its own permit at least 14 days ahead from the Director of Recreation and Parks, with a certificate of public liability coverage.
One caution for homeowners. The village housing standards prohibit privies, privy vaults and outhouses on residential premises. That provision sits with the list of plumbing fixtures a dwelling must have, so it concerns a home's permanent arrangements rather than a temporary unit, but raise it with the village before a long residential booking. Tight sites make placement the main conversation here. Choose firm level ground inside the property line, swing the door away from any walking route, and keep a sensible gap from food service, drinking water and building air intakes. Then check the truck side of it, because on a Spring Valley lot the distance from a legal standing place to the cabin is often the deciding factor.
Winter adds a second constraint, since plowed snow fills curb lines and alley mouths from December into March. A position picked in the fall should still be reachable in January.
A weekly visit is the normal pattern, and each one pumps the tank, washes the cabin, adds fresh deodorizer and restocks paper and sanitizer.
