On private property, including your own driveway or a fenced job site, Massillon asks for no container permit. Nothing in the City's codified ordinances reaches a container standing on private ground.
The street is a different question and the rule is short. The City's traffic rules make it an offence to place any obstruction in or upon a street without proper authority, and repeat offences inside a year escalate the charge. Massillon publishes no dumpster-specific street permit, so a street or alley position has to be agreed with the City first. The Engineering Department, which issues the City's driveway and street-closing permits, is the office to ask, on 330-830-1722 at the Municipal Government Annex, 151 Lincoln Way East.
There is one Massillon rule that matters more than any permit, and it is about us rather than about you. The City licenses every collection of refuse, waste or garbage within its limits, and that chapter has been closed to new applicants since 1 April 1979: existing holders may renew, and may pass their permission only to an immediate family member or to a company they or a family member wholly own, and no other transfer is allowed. The City also runs no collection department of its own and points residents to the private companies already licensed here. What that means for you is simple and we would rather say it plainly than have you find out at the curb: before we confirm a Massillon booking your account manager checks how the City's permission rule applies to your address and your job, and tells you the answer before any money changes hands.
The City's collection rules also set a window: no collection before 7:00 a.m. or after 9:00 p.m., in residential and commercial areas alike, and none on Sunday unless the Director of Public Service and Safety permits it. The Massillon City Health Department takes public health questions on 330-830-1710.
