On your own ground, no. Arlington issues no permit for a unit sitting on your lot, your driveway or a fenced job site. The street is where the City gets strict.
Private property and job sites: keep the unit inside the property line and clear of the public sidewalk. If the work already carries a building permit, the unit is simply part of your site setup.
Streets, sidewalks and parking strips: Arlington treats obstructions of any kind or character on its streets, sidewalks, curbs, gutters or parking strips as unlawful and as a public nuisance, and it names both the public works director and the chief of police as the people who may have them removed. A short list of fixtures is exempt, and so is anything placed under a City permit, which is the route you want.
Which route applies depends on how long and why. For an ordinary temporary use with no construction and no permanent structure, the City's Community and Economic Development director issues a special temporary right-of-way use permit, applications go in at least fifteen calendar days ahead, and the application has to carry a dimensioned site plan, the length of the use and a list of the materials involved. Two things catch people out: the City charges an annual leasing amount for right-of-way use set by council resolution, and the applicant also owes the state leasehold excise tax on it. A permit can be ended at the City's will on thirty days' notice, and anything left behind after a permit ends can become City property.
For anything running three days or less, such as a privately sponsored event or a parade, the special event rules apply instead. Where there is actual construction activity in the street, the right-of-way use rules for construction apply. Your account manager can work out which desk you are dealing with.
Events: a permit is required for any event in a park or public place, or on private property where it will have a real effect on public sidewalks or roadways. Gatherings of thirty or fewer in a city park are exempt unless goods or services are being sold. The City encourages applications at least sixty days out with a safety plan, and sanitation arrives as a permit condition rather than a published number. Estimated City staffing and equipment costs are prepaid ten days ahead, a cleanup deposit can be required, and an appeal has to be filed within three business days. Washington writes more of the servicing detail than most states, which is useful when you are planning a site.
Start with firm, level ground. Leave the driver a clear approach, because the state makes clear access for service trucks a requirement rather than a courtesy. Keep units at least 15 feet from food service and well back from creeks and storm inlets.
Weekly service is our baseline and we can come more often. Washington says a unit must be sized so the tank is not past half full before its scheduled visit, which is the honest reason a crew of 30 needs three units rather than one serviced three times. Each visit empties the tank with a vacuum hose into a leak-proof tank truck, washes the interior, recharges the odor control chemical and restocks paper and seat covers.
Two more state points are worth knowing. Someone on site has to check the facilities at the start of every shift and keep that record on site for 72 hours, and on a multiemployer job the prime contractor carries the duty to see the requirements are met. Washington also asks for internal latches on units, and for facilities for each sex once 20 or more workers of both sexes are on the job.
On disposal, the state points at the local health jurisdiction's rules, and where there are none it directs waste into municipal or district sanitary sewage systems. Arlington's own Water Reclamation Facility treats the city's sewage before it goes to the Stillaguamish River or the City's constructed wetland; it is the City's treatment plant, not a published drop-off for the trucks.
