Prime Dumpster arranges porta potty rentals across Rochester, Washington, the unincorporated community spread along the Black River prairie west of Interstate 5, where small acreage parcels, farm ground and the Grand Mound flats make up most of the map. Orders out here are rural residential construction, septic and well work, logging and land clearing support, barn and outbuilding projects, and the kind of outdoor event that happens on somebody's field rather than in a public park.
Four things set your price: the unit, the count, the length of the rental and the service interval. Rochester adds a fifth, which is simply distance, because the nearest sizeable service base is up the valley and a long gravel driveway at the end of it is part of the job.
Rochester orders tend to be small and long, which suits the monthly structure. A single unit standing on a rural building site for four months is cheaper per week than the same unit taken for a weekend, and the weekly clean is already inside the monthly figure.
Off-grid siting is the Rochester specialty. A field placement with no mains power and no hard standing is exactly where the solar unit stops being a luxury, and where the handwashing station has to come as a pair with the toilet rather than as an afterthought.
Crew size still governs the job site count. Washington's own schedule starts a second toilet at eleven workers, so even a small Rochester framing crew can cross the line without anyone noticing.
Driveway length and surface are the last factor. The service truck needs a straight approach and somewhere firm to stand, and a quarter mile of soft gravel in February is a different proposition from the same track in July. Say so when you book and the schedule will be realistic.

Request a Quote NowBecause Rochester is unincorporated, the counts that apply here come from the state and the county rather than from any town hall.
Run the numbers on the porta potty calculator first, then give your account manager the headcount and the site conditions together.
Rochester sites are rural, often unserviced, and frequently a long way from a power pole. That pushes the mix in a particular direction. The whole range is described on the porta potty options page.
The Standard Porta Potty covers most rural construction, with a toilet, a urinal, a paper holder, sanitizer and the internal latch Washington requires.
The ADA-Compliant Porta Potty is wider with a level threshold, grab bars and turning room. A Rochester field event open to guests needs one in every cluster.
The Deluxe Flushing Porta Potty flushes and controls odor, which is the usual choice for a barn wedding where guests will be in and out all evening.
The Deluxe Porta Potty with Sink carries its own sink, soap and mirror inside the stall, which is a sensible answer where there is no tap for a hundred yards.
The Solar Porta Potty is the natural fit here, lighting and ventilating itself from a roof panel on a parcel with no power at all.
The Handwashing Station is a freestanding sink with clean water, soap and towels, and it is not optional on a Rochester construction order, because the tepid water duty attaches to every site in the state.
The Restroom Trailer brings private plumbed stalls and climate control to a field. It is also the one way a rural site can offer the private lactation space the state requires, since the rule permits neither a bathroom nor a portable toilet for it.
Tell your account manager whether the site has power and water and the recommendation will reflect it.
Here the answer begins with a fact about Rochester itself rather than with a code.
Rochester has no city hall, and that is not a gap in our research. The Census Bureau records Rochester as a census designated place rather than an incorporated city, with a statistical rather than a governmental function. There is therefore no Rochester municipal code to read, no Rochester street use permit and no Rochester event ordinance, and we did not go looking for one. What governs instead is Thurston County together with Washington State, and that is the whole local picture.
Thurston County is your local authority, in the County's own words. The County's published compliance material says that where a property sits in unincorporated Thurston County the County begins its own process, and that where a concern falls inside one of its city or town jurisdictions it refers the matter to that city. Rochester is unincorporated, so the County is on the first limb of that sentence. The County carries out its solid waste regulatory work under Article V of its own Sanitary Code.
What that does not mean. Nothing we read attaches a Thurston County permit to a portable restroom standing on private rural ground, and we are not inferring one. If your unit is going into a county road right of way rather than onto your own parcel, that is a Public Works question and worth a call first.
Who may service the unit. Nobody issues a pumper license for the whole state. The state on-site sewage rule puts that approval with the local health officer, so for Rochester it is Thurston County Public Health and Social Services that approves the pumper, and the County has been obliged to publish such a procedure since the start of February 2025. The same rule allows a health officer to grant approval through reciprocity with another Washington jurisdiction. Thurston County Environmental Health takes questions on 360-867-2673.
State ground. A placement touching the Interstate 5 or State Route 12 shoulder belongs to the Washington State Department of Transportation.
Your account manager will confirm which of those three layers your Rochester placement touches before delivery is scheduled.
A Rochester placement is won or lost on the approach.
Put the unit on firm, level ground with a straight pull for the service truck. Washington requires in terms that provisions be made so service trucks have a clear approach and convenient access, and on a working farm or a wet prairie parcel that is a real constraint rather than a formality. A few yards of crushed rock under the unit pays for itself from November onward.
On a job site the units sit as close as practical to the largest group of workers and within 200 feet of everyone, and on a multistory build on every third floor. Keep them 15 feet or more from any food service, and well clear of the Black River, every drainage ditch and every wellhead on the parcel, which on rural ground is the most important of those three.
Every rural visit pumps the tank, disinfects seat and urinal, wipes down and replaces consumables. The container may not be allowed to fill past half its volume before the scheduled service, so a hard worked Rochester site sometimes needs a second weekly stop. Units consisting of a holding tank alone are not acceptable in this state unless they stand in a lockable private room.
The start of shift inspection applies out here exactly as it does in town. The employer checks the units at the beginning of each shift, corrects any failure at once, and keeps the record on site for at least 72 hours, with the prime contractor carrying the duty on a multiemployer site. Your account manager will set the service rhythm to match.

Most Rochester orders arrive within 24 to 48 hours, though a remote parcel at the end of a long private track is better booked with three to five days of notice. For a summer field wedding or a harvest event, several weeks ahead is sensible.
Five habits that keep a Rochester delivery clean:
Prime Dumpster arranges porta potty deliveries throughout Rochester and the south Thurston County prairie, with our nearest other pages at Tumwater, Olympia, Lacey and Lakewood. Those four road figures were measured in both directions and all four agreed closely, which is what you would expect on this stretch of the Interstate 5 corridor. Past Lacey the network thins considerably, so this list stops at four rather than reaching for a fifth. From the Grand Mound flats to the Black River bottoms, delivery, service and collection are arranged around your dates.
Standard units sit at $199–$349 and accessible units at $200–$300. Flushing and sink models are $300–$400, solar units $500–$600, and a restroom trailer starts at $1,500. Rural distance and driveway access both move the figure. Your account manager will price your Rochester order on the call.
Work from one unit per 50 guests across four hours, then add 15 to 20 percent where alcohol is served. A 120 guest barn wedding lands near three units. Rochester publishes nothing of its own, because it is unincorporated, so the planning figure is the right starting point.
Washington's schedule gives one toilet to ten workers, two to 25, three to 40, four to 60, five to 80, then one more per further 20. A 20 person Rochester site therefore needs two. Clean tepid wash water is separately required at every site.
Weekly service is the baseline here as elsewhere. Washington also caps the fill, since the container may not pass half its volume before the scheduled visit, so a busy Rochester site may want two stops. Each Rochester stop pumps, disinfects and restocks the unit.
On your own rural parcel the unit itself is not permitted, and Rochester has no city permit of any kind because it is not an incorporated city. A county road right of way placement is different, so ask first. Your account manager can point you at the right county desk.
A standard Rochester unit is one narrow stall holding a toilet, a urinal and sanitizer. The accessible unit is a wider stall with a level entry, grab bars and turning room. A private crew site has latitude; anything guests use does not.
A weekend is what our ranges assume, since they are built on three days. A standard unit is $199–$349, a flushing unit $300–$400 and a handwashing station $150–$250. Your account manager confirms the drop window, any mid rental service stop and the collection.
Tell us about your event or project and your zip code. We will apply the Washington steps to your crew, check what the access will take, and give you a clear figure on the call.
A single Prime Dumpster account manager stays with your Rochester order throughout, covering the unit mix, the service calendar, the county contacts and the delivery window.
