Streets, sidewalks and parking lanes: this is the Bloomington detail to plan around, and the City tightened it in January 2026. Leaving any encroachment, obstruction or encumbrance in a street, avenue or alley is unlawful unless the Code authorizes it, and anyone who does so is liable to the City and to private parties for damage. The route is a permit from the Public Works Department to obstruct a sidewalk, parkway or parking lane. It names the location, the nature of the obstruction, how much right of way you take and for how long, and it has to be in hand 24 hours before anything arrives. A separate permit covers obstructing a traffic lane. Two limits matter commercially: no permit runs longer than four weeks without the City Engineer agreeing first, and obstructing without a permit is charged at double the normal fee. Traffic control has to follow the Illinois state manual, so cones alone will not do.
Festivals: an outdoor gathering of 300 or more a day needs a Festival License from the City Clerk. Filing windows run by size. A gathering of 300 to 2,000 files more than 30 days ahead, 2,001 to 10,000 more than 60 days, and anything above 10,000 more than 90 days. Police and fire sign off the safety plan, and fees are waived for nonprofit organizers. City events, events already holding a City special event permit, the Farmers Market, school and university events and religious or political assemblies sit outside the license.
Food vendors: the McLean County Health Department handles temporary food service, and any premises serving food for eating on site must provide sanitary restroom facilities under City rules.
Who may service a unit: Illinois licenses the business. The state health department licenses portable sanitation businesses and certifies the technicians who service the units.
