A unit on private ground, such as your yard, your farm, or a fenced job site, doesn't need a City permit. Public ground is another matter, and Freeport draws that line sharply.
Streets and sidewalks: Any work in the public right-of-way needs a City permit, no matter what the project is worth. The right-of-way here is generally the space beyond your frontage property line, so a unit set past the sidewalk is in it. Applications go to Public Works at City Hall, 314 West Stephenson Street, and the Public Works Administrator is at 815-396-3570.
Events: Freeport uses one combined special event and temporary liquor application, filed with the City Clerk at 314 West Stephenson Street, Suite 200. It covers block parties, parades, farmers markets, street dances, concerts, shows, area-wide sidewalk sales, races, and walk-a-thons. Call 815-235-8203 with questions.
Timing: If your event needs a temporary liquor license, the City wants the application two months or more before the next Liquor Commission meeting. If the route closes a state highway, add another 30 days for state review. Either way, the restroom plan should be settled long before that.
Food vendors: Stands serving food at a fair or festival need a temporary food permit from the Stephenson County Health Department. All food prep has to happen at the approved event location or an approved kitchen, never at home, and a handwashing station at the food area is the easy way to cover the basics.
