Centennial is the rare city that regulates this product directly, so the answer is more specific here than almost anywhere else we serve.

Residential property is restricted, and this is the big one. The City's rules make it unlawful to place a portable toilet on any residential property except where the unit is directly associated with and necessary for an activity being carried out under a valid and effective building permit issued by the City for that same property. Any such unit has to be removed within forty-eight hours of the permit expiring or the work finishing. In plain terms, a Centennial back yard cannot host a unit for a graduation party or a wedding; the lawful residential use is permitted construction work. The City's own stated reason is that unmanaged units on residential property create a public health and safety problem.

And there are setbacks. Where a unit is lawfully on residential property, it may not sit within fifteen feet of any property line or public right of way, nor within ten feet of any well, door or window of a house. On a standard lot that leaves fewer workable positions than you might expect.

Weekly emptying is a City requirement. The same rules require a unit on residential property to be kept clean so as to minimize offensive odors and emptied at least once per week. Our standard service schedule satisfies that, and your account manager will put the schedule in writing.

Public property needs a right of way permit. Placing, storing, using or maintaining a portable toilet on City-owned property is unlawful without lawful permission, and the route to that permission is a permit under the City's Public Works right of way regulations. The City states that a right of way permit is required for all construction or occupation of City right of way, and that contractors must be licensed and bonded with the City of Centennial to obtain one. That matters commercially: a homeowner or a visiting event planner cannot simply apply. Public Works sits at 7272 S. Eagle Street and the City's number is 303-325-8000.

Street closures and block parties. A block party or street closure request must be submitted at least three weeks before the date, and the City allows about two weeks to respond. Emergency vehicles need access at all times, barricades must meet the national traffic control standards, and the City says plainly that vehicles, cones, saw horses and trash cans will not be accepted as barricades.

Parks are mostly not the City's. Centennial notes that many of its parks, trails and recreation centers are run by separate park and recreation districts rather than by the City, so a park event often means dealing with a district instead. The City does take reservations for areas of Centennial Center Park.

One state question worth knowing. Colorado's on-site wastewater regulation defines septage and then says in terms that "Septage does not include chemical toilet residuals", so the state septage rules do not reach the contents of a portable unit. The same state regulation says a local public health agency "may issue a permit for the use of a portable chemical toilet, but is not required to", and leaves the licensing of pumping firms to each local board of health. So in Colorado the local agency, not the state, decides whether a unit needs a permit of its own.
