Jefferson County holds the authority instead. For an unincorporated address the county is not a layer above a city, it is the only layer there is. Planning, building and environmental health for Evergreen all sit with Jefferson County, and a question about placement, access or wastewater belongs there.
The state puts the wastewater question in county hands deliberately. The Colorado health department's on-site wastewater page explains that on-site systems, which it describes as septic systems, are governed by Regulation 43, that permitting for flows of two thousand gallons a day or less is carried out by local counties, and that every local public health agency in Colorado has adopted rules at least as stringent as the state regulation. On a septic lot in these hills that makes the county rules the operative ones, and it is why a county answer here is the real answer rather than a deflection.
What is not claimed. We did not obtain the text of Regulation 43 itself, and the county pages we read set out services rather than a scope clause imposing a portable restroom duty. Nothing is asserted in either direction about either. Your account manager raises both with the local partner before a unit goes in.
On your own lot, usually nothing is required. A unit on your own Evergreen property, serving your own build or your own gathering, normally needs no permit of its own.
