The same provision requires that toilet facilities for dependent mobile homes be no farther than four hundred feet from any dependent lot. The county is El Paso, not Teller. This matters because the town sits on the Teller County side of people's mental map and is close to the line. The 2020 Census place file records Manitou Springs in El Paso County and nowhere else, so El Paso County is the authority above the city and the right contact for a county question.
And the wastewater layer is the county's by design. The state health department's on-site wastewater page explains that on-site systems, which it calls septic systems, are governed by Regulation 43, that permitting for flows of two thousand gallons a day or less is carried out by local counties, and that every local public health agency in Colorado has adopted rules at least as stringent as the state regulation.
