On private property in Lafayette, a unit serving your own project usually needs no permit of its own. Everything else here runs through one of two routes.

The community event permit is the main one. Lafayette requires a community event permit for a planned or promoted event on public property, for using or closing a city street, alley, sidewalk or plaza, and for any event anywhere in the city that will affect the flow of pedestrian, vehicle, bike or bus traffic or needs traffic control. Private parties held solely on private ground sit outside it unless they affect traffic.

The window has a floor and a ceiling. The application must be filed not less than sixty days and not more than one year before the event. The city administrator can waive the sixty days, but the waiver is conditioned on the applicant giving up all appeal rights, which is a real trade rather than a formality. Build sanitation into that application rather than adding it late.

Zero waste is a condition, not a suggestion. Every event needing a community event permit has had to comply with the city's environmental stewardship and zero-waste event rules since the start of 2023. That affects how your waste points, including the units and the handwashing stations, are laid out and serviced.

Competing applications are ranked. Where two groups want the same ground on the same day, Lafayette works down a set order: city or city co-sponsored events first, then events sponsored by the school districts inside the city, then groups made up mainly of city residents, then groups made up mainly of nonresidents. An out-of-town organizer is last on that list by design, so apply early.

A show license adds the inspection. A carnival, circus, animal show or tent show needs its own license, and that is where the per-sex sanitation review sits. The City of Lafayette runs both routes from 1290 South Public Road.

The county licenses haulers, but read the scope. Boulder County licenses all hauling companies operating in the county that collect, transport or dispose of discarded materials, which it lists as trash, recyclables, compostables, construction and demolition materials, aggregate and landscaping materials. The license runs $50 a year for up to three vehicles and $10 for each vehicle after that, issued with windshield stickers by the county's Resource Conservation Division. Portable toilet waste is not on that list of materials, so this license is about containers rather than about servicing a unit.

The state layer points back at the county. The state's on-site wastewater rule says septage does not include chemical toilet residuals, so a Lafayette unit sits outside the state septage scheme. The same regulation lets a local public health agency issue a permit for the use of a portable chemical toilet but does not require it, and bars use inside a permanently occupied building except during construction or an emergency. For Lafayette that agency is Boulder County Public Health. Lafayette's own sewer rules also name portable toilets on the disposal side, defining holding tank wastes to include waste from chemical toilets.
