If you place your dumpster on private property, like your driveway or a job site, you usually don't need a City permit in Charlotte. A permit is needed once any part of the container sits in the public right-of-way, such as the street or sidewalk.
The Charlotte Department of Transportation issues a Right-of-Way Use Permit for storage containers and dumpsters. You apply online through the City's permit portal and choose the Use Permit type. Staff review and issue the permit within 72 hours of your first contact. The City charges an application fee plus a daily fee that depends on the type of closure.

The City's code also says no one may collect solid waste without the City's authorization. Your account manager will confirm how that rule applies to your job before you book.
Most household junk and construction debris can go in a roll-off. The limits come from North Carolina's landfill bans and from the county facility that takes your load.
North Carolina's Department of Environmental Quality keeps a list of items banned from landfills. It includes used oil, antifreeze, oil filters, whole tires, and car batteries. Refrigerators, washers, and other large appliances are banned too, along with aluminum cans and many plastic bottles. TVs and computer equipment like monitors, laptops, and printers can't be landfilled either. Yard waste has to be kept separate.
Construction landfills in North Carolina also can't take fluorescent bulbs or thermostats that contain mercury. Old wooden pallets are fine if they're mixed in with construction debris going to a landfill for building waste.
Hazardous waste, liquids, paint, solvents, fuel, and asbestos can't go in a standard dumpster. If you have any of these items, or anything else you're unsure about, ask your account manager before you load it.
