One county point that is often assumed wrong. Some Arizona counties set their own event or construction toilet ratios, but those apply only inside their own county, and Santa Cruz County publishes no restroom table of its own. City law makes it unlawful to place, or to let remain, any lumber, building materials or equipment in or upon any public sidewalk, street or alley without first obtaining a permit from the Superintendent of Streets. The permit grants permission to occupy no more than one third of the width of the street, for the purpose of building, repairs, alterations or removing a building. It terminates when the work is finished or suspended. Two further points are worth building into the plan. First, Nogales publishes no special event permit of any kind on its own website, so an event on city ground is arranged directly with the departments involved rather than through a single application, and nothing the city publishes sets a restroom count. Second, the county's right of way permit, which does cover organized events, parades, festivals and marathons and carries a two million dollar liability insurance requirement, is administered by Santa Cruz County Public Works for the unincorporated areas of the county only, so it does not apply inside the city limits. There is also a quiet rule that affects servicing rather than placement. City park rules state that no motor vehicle may enter upon or park in any public park except in designated parking areas unless expressly permitted in writing by the city manager. A service tanker needing to reach a unit inside a park therefore needs that written permission, and that is a conversation to have before the event, not on the morning of it.
Place the unit on firm, level ground with a clear straight approach for the tanker, away from food service, drinking water and the main walking route. Shade helps more here than almost anywhere, so set it on the north side of a structure where you have the choice.
Each visit pumps the tank, rinses and sanitizes the interior, recharges the deodorizer and restocks paper, soap and sanitizer. In peak summer we recommend more frequent visits than the headcount alone suggests.
Who may empty the unit is settled by state law, and the rule names portable toilets directly. Arizona requires a license from the state environmental quality department for the operation of a vehicle or equipment used to store, collect, transport or dispose of sewage or human waste removed from a septic tank, an on-site wastewater treatment facility, a privy, a sewage vault, or a fixed or transportable chemical toilet. It applies to vehicles with a capacity of at least seven hundred and fifty gallons, the tank must be leak-proof and fly-tight, and the license is granted per vehicle, is not transferable between people or vehicles, runs for one year and must be renewed annually. The county health department inspects the vehicle before the state will act on the application, and applications are now handled online rather than on paper.
