No separate City permit covers the unit itself. In Kingman the rule runs the other way: the City requires one.
The construction requirement, in the City's own terms. Kingman requires a portable toilet or other approved facility at all new construction sites before the first inspection, and the facility must be removed before a certificate of occupancy is issued at final inspection. A toilet at a nearby site does not satisfy it. Where a single contractor has several adjacent sites, one unit may be acceptable for the group if the city building official approves. So on a Kingman build, both the delivery date and the collection date are set by the inspection calendar.
Why the City can require it. The City's code explains that the state environmental rules bar depositing human waste anywhere other than an approved facility, and expressly let agencies require portable toilets or other approved facilities at construction sites. That is the authority behind the local requirement.
The City's trash rules do not reach this product, and the code says so. Kingman's definition of refuse covers solid and semisolid wastes except human waste. So nothing in the solid waste chapter applies to a restroom unit, and a container permit or rule you may have been quoted for a dumpster is simply a different subject.
Events go through the city clerk, on two different clocks. Kingman treats a parade, show, exhibition, pageant, gathering or procession in a street, park or other public place as a special event, and also catches an event on private property that would have an impact on city services where it needs a special event liquor license, closes or restricts a street, serves food requiring a county health permit, uses heating or cooking equipment, puts up a tent, or includes fireworks. Renting restrooms is not on that trigger list, though the City says the list is not exhaustive and tells applicants to check with the clerk.
The deadlines and the fees. An application involving any street closure or restriction goes in at least 90 days ahead. Anything else goes in at least 45 days ahead. A staff special event committee must grant or deny a complete application within 30 days, and the city manager can take a late filing for good cause. The City sets a modest flat application fee, higher where street closures are requested than where they are not, and the clerk will confirm the current figure. Liability insurance is set by the City's risk management director, the permit must be kept available during the event, and the police or fire chief may revoke it on the spot for a breach. A refusal can be appealed in writing to the city manager within 14 business days.
Parks have their own route. A noncommercial event held entirely inside a public park is exempt from the special event permit if a parks permit has been obtained, and so is an athletic event in a city park with parks department approval. Set units on firm, level ground a service truck can pull beside without a long reverse. Keep them 15 feet or more from food and drinking water, out of wash and drainage lines, and in whatever shade the site offers. On an open desert lot, anchoring matters: wind across Mohave County will move an unsecured unit. Group event units and put an accessible model in each group.
What comes out is sewage and is handled as sewage. Arizona bars depositing human waste anywhere other than an approved facility, so the load goes to a works approved to receive it rather than onto ground or into a wash. The Mohave County health department is the local contact for the servicing side, and your account manager confirms the disposal arrangements in writing with the order.
