On your own lot, driveway or fenced job site the Town asks for nothing extra. Keep the unit inside your property lines, clear of the sidewalk, and on ground a service truck can reach without crossing a neighbor's gravel.
Town property is where the two-form split appears. Prescott Valley Parks and Recreation asks you to reserve the space first, then file a Special Event Short Form for an event under 100 invited attendees. The Long Form takes over once you cross 100 attendees or open the event to the public, and also where there is alcohol, food vendors, contracted service providers, special effects, or a street closure or use of the public way. A Long Form event needs a separate special event license from the Town Clerk, and every event needs a certificate of insurance naming the Town. Placement in the public way is handled by Public Works rather than Parks. The Town charges $150 for a right-of-way permit covering work in its roadway or easements, submitted through the online portal and generally returned in about ten business days. Note the wording: that route is written around performing work, and a serviced restroom standing in the roadway is not named in it, so treat a right-of-way position as something to agree with Public Works first, bearing in mind that an unpublished administrative route may exist. One more Arizona point worth knowing as a customer. The state environmental agency licenses the vehicle that empties your unit, not just the company, and the license expressly covers waste removed from a "fixed or transportable chemical toilet". It applies to tankers of at least 750 gallons, runs for one year, is not transferable from vehicle to vehicle, and sits behind a published list of licensed haulers, so you can check who is pumping your units. The program is described at the Arizona Department of Environmental Quality.
Wind is the Prescott Valley placement problem that catches people out. Open ground around Glassford Hill gets strong gusts, so set the unit with its back to the prevailing wind, on level compacted ground, and ask us about anchoring on an exposed site.
