On private property, a container needs no City permit in Manitou Springs. Your own driveway, your own parking area or a fenced work area are all fine, and there is no size cap anywhere in the code. The phrase "cubic yard" does not appear once across the health, business, street and encroachment titles, and nothing there makes a City approval wait on a homeowners association sign-off.
The right-of-way is where Manitou Springs is unusually specific, and unusually helpful. The City's encroachment rules carry a named set of special regulations for roll-off dumpsters and similar objects. A container may be permitted in the public right-of-way only for as long as it is in active use in connection with construction, remodeling or any other project. The maximum permit term is ninety days, and the code allows an extension where the nature of the project warrants it, such as a large project or delays that are not the permit holder's fault. What it will not allow is a container used as a substitute for a long-term on-site storage or disposal arrangement.
Getting that permission is a real review rather than a form. The City weighs input from the police department, the fire department and the streets department, and looks at pedestrian and vehicle sightlines, safety and movement, the effect on parking availability, and the visual effect on nearby properties. The city administrator or a designee signs it off. A fee applies under the council's own schedule, and because that schedule sits outside the code we will not quote you a figure for it: call the City and get the current one.
One small mercy in the same chapter: an ordinary trash receptacle set next to the traveled lanes for collection on its scheduled pickup day is expressly outside the minor-encroachment licensing rule.
The City of Manitou Springs is at 606 Manitou Avenue, and that is the office to reach for both the encroachment permit and the construction permit itself. The City's own website would not serve us a current contact page, so we are not quoting a number here that we have not seen: your account manager will get the current one, find the right desk and tell you how much lead time the review needs.
