A container on private property, like your own driveway or a fenced job site, does not need a city permit in Bloomington. The City is also clear that you do not need any special authorization to use a private container company. The one approval that does apply is for placement in the public right-of-way.
The City of Bloomington requires a Right of Way Use permit for the temporary placement of a dumpster, a storage pod, or a moving truck, and for any closure of a street, lane, or sidewalk. Applications go through the City's online Civic Access portal, and the paper form is no longer accepted.
If you are not sure whether your spot counts, the City asks you to contact the Engineering Department directly with a description of the location, the dates you need, and the address. An Engineering Field Specialist aims to answer within two business days, and if no permit is needed, that written reply can be passed to the container company. Call 812-349-3913 to start.
When a permit is required, expect to supply a certificate of insurance, a bond, a temporary traffic control plan, and a site plan, and to pay before the permit is issued. Downtown placements may also need signage and a parking permit. Your account manager can help you work through the list and time the delivery around it.
