On private property, including your driveway or a fenced job site, the Town publishes no placement permit for a container.
For the street, the Town code is genuinely unsettled. Merrillville's streets rules cover cutting into or excavating a street, including a written permit and a repair undertaking, but they say nothing about placing an object on the surface, and there is no express prohibition either. So call the Town of Merrillville at 219-769-5711 if any part of the container will sit off your own property, and settle it before the delivery date. Your account manager is happy to place that call with you.
Two Town rules on the supplier side are worth knowing, because they affect who may lawfully bring you a container. Merrillville licenses waste haulers, and that license reaches anyone removing garbage, waste, refuse, debris or junk from any premises in the Town. The application has to state where collected material goes and which landfills the holder uses, and any change of destination has to be reported to the Town within five days. The Town also requires a bond before a license issues, written expressly so the Town can remove abandoned equipment and debris if a hauler stops serving.
The second concerns which properties the Town contract covers. That single waste hauler contract is mandatory service for buildings of up to four dwelling units, and the Town code says a licensed private hauler may collect for buildings of five or more units and for all commercial, retail, medical and industrial premises. In plain terms, a container on a single-family property is additional to the Town service rather than a replacement for it, and the Town bill continues. Your account manager will explain how that applies to your address.
